FOIA – The Freedom of Information Act

The State of Illinois’ public access laws includes the Freedom of Information Act and the Open Meetings Act.

PURPOSE OF THE ACT

The act reads “Pursuant to the fundamental philosophy of the American constitutional form of government, it is declared to be the public policy of the state of Illinois that all persons are entitled to full and complete information regarding the affairs of government and the official acts and policies of those who represent them as public officials and public employees.”


REQUESTS FOR PUBLIC RECORDS

Requests for inspection or copying of public records shall be made in writing and directed to the Geneseo Park District. Written requests may be submitted to a public body via personal delivery, mail, email, telefax, or other means available to the District. The public body may honor oral requests for inspection or copying. A public body may not require that a request is submitted on a standard form or require the requester to specify the purpose for a request, except to determine whether the records are requested for a commercial purpose or whether to grant a request for a fee waiver. All requests for inspection and copying received by a public body shall immediately be forwarded to its FOIA officer or designee.

In compliance with the Freedom of Information Act, the Geneseo Park District’s freedom of information officer is Executive Director, Andy Thurman.  Mr. Thurman is also the open meetings act officer.

Employee Compensation Disclosure Notice

As an employer participating in the Illinois Municipal Retirement Fund (IMRF), the Geneseo Park District complies with Illinois Public Act 97-0609 and IMRF rules requiring transparency in employee compensation.

In accordance with PA 97-0609 and 5 ILCS 120/7.3, the Park District is required to publicly disclose the total compensation packages for employees expected to receive $150,000 or more per year at least six business days prior to board approval of such compensation.

Compensation packages include all forms of remuneration, including base salary, employer-paid health insurance premiums, bonuses, allowances, and other benefits.

Under the IMRF rule, within six business days after approval of the annual budget, the Park District must provide a list of all employees expected to receive compensation packages exceeding $75,000 annually.

The Geneseo Park District has opted to include all full-time staff in this disclosure.

Salaries are effective annually on January 1st, final budgets are approved annually by the end of the first quarter.
